Sex
offenders register shelved
The law commission will not recommend a register
for sex offenders in proposed draft legislation on sexual offences.
This was revealed yesterday during Parliaments hearings on the sexual
abuse of children. Joan van Niekerk, the Law Commission Researcher
responsible for the draft legislation, said research "indicates
that these provisions have not contributed to the reduction of sexual
crimes against children, are expensive to implement, and create
a false sense of security." However, the chairperson of the
National Council of Provinces, Naledi Pandor, reiterated her appeal
for legislation to establish a register of sexual offenders.
